I'm at my parents and can't check my backlog of emails, but did Spain grant Austria access back in the March political phase frenzy ? Anyway, I would assume that rules similar to those for garrisons left in formerly enemy territory after a peace treaty also apply here; that is, the owner of the garrison has 3 months to get it out, unless granted acces, before it would disband.
