    Since Mike is right that all money and manpower that a country might
receive (without loans) is visible on the board, I have no objection to
sending out public summaries of those numbers, just so people can
double-check their own work.  Anything that helps avoid a mistake is a good
thing in my book.  And as far as I can tell, there's no rule against doing
so for anyone who is ambitious enough to give it a try...
    About steps H-J:  I'm not sure what to think there.  On the one hand, I
can see that, while Russia and Turkey are at war, you might want to handle
the Levy Step simultaneously.  On the other hand, as you know, I'm generally
against anything that adds extra steps or extra emails.  Hmmm...
    Well, I guess the lesson of the past week or so has been not to be so
caught up in avoiding extra steps.  So sure, if you want we could have two
Economic Phases.  Economic Phase I would be steps A-G, and each country
could send in its reports whenever.  Economic Phase II would correspond to
steps H-J and could be done by escrow.  (BTW, for those who may not know,
the steps of the economic phase have been lettered on the inside (pg. 2) of
the quick reference card.)
    However, while we are adding sub-phases, I think we should consider
breaking up the Political Phase as well.  For instance, in the March
political phase, because I was unaware that war was about to be declared on
me, I chose to make Wurttemburg a free state.  If I had been aware of the
fact that two more countries were about to declare war, I probably wouldn't
have made that move.  Hence, I propose breaking up the Political Phase as
well.  My suggestion would be that steps B-E should be Political Phase I and
steps F-I should be Political Phase II.  The first of these steps would need
to be done by escrow, the second one wouldn't *have* to be, but it would
probably still be a good idea.
    I suppose there is not quite the same need to break up the Political
Phase as there is to break up the Economic Phase, but I figure that it is
already essentially broken up anyway, in that we all wait to do the Minor
Country Control step until after everyone has sent their Political Phase
orders.  So why not break it up in a way that makes a little more sense, and
gives people the information that they should already have when making
decisions later on in the Political Phase?
