[eia] Map differences

I show a 1-point Spanish garrison at Saragossa.  Did that get picked up at 
some point?
I also have Blake and Castanos in opposite sites.
	I haven't been paying much attention to the Spanish forces, it seems.
There's no British free state marker on Egypt.  A small thing since it 
probably has a short lifetime, but it lets the Brits see their flag in more 
places for a while.

Those are the only points I differ with on the current map.
