[eia] French (land) reinforcement

    As I am looking at my reinforcement orders, I don't see how Spain's
reinforcement phase could possibly affect mine.  So I'll go ahead and send
mine.  (However, I will wait to see Spain's naval phase before taking my
land phase.)

REINFORCEMENT PHASE (land):

2 corps are removed at Dijon, Massena is placed at Dijon, & Ney is placed at
Kassel.
