Rule 7.2.3.3.2 says that to place a depot outside of your own territory, an
unbeseiged corps of your major power must be present.  Since coassacks do
not count as corps, Russia would be unable to place a depot in Galatz this
turn, and thus couldn't place one in the space between Ismail and Silistra,
either.
