[Spoon-business] Revision: The Show Must Go On

I revise my proposal entitled "The Show Must Go On" to propose the
following rule:

If the Clock has already been turned off once in any given nweek, and
another action would cause the Clock to be turned off, the Admin must
choose either to allow the Clock to be turned off or to cancel the
Action that caused it.

This rule does not apply to stoppages of the clock that are scheduled to
occur at a certain time by the Rules, such as the stoppage at the end of
each nweek.
