Amend to section A.7 of rule 441 the sentence "Players may not Throw Out
Gnomes."

Adjust the gamestate so that no player is recognizing an Emergency.

Set the Clock to nweek 17, nday 6, and turn the Clock On.
[[This is the absolute minimum neccessary to get the game going again. I
personally think that refresh proposals should do just that - get the game
going so we can fix things through normal means.]]
