I think it's consistent with normal B usage that if the rules say a
message "may change the gamestate" in a certain way, and the message
itself says it's doing so, it does so. This is, of course, different
than Agora's requirement that the wording "CAN" or "by announcement"
be in the rule, but, I think, consistent with Blognomic usage.
