The clock normally turns on in response to ministerial action such as posting a ballot or voting results. When I post voting results I normally put a message at the bottom saying "The Clock turns On" to inform people that my action has changed the state of the clock and to ensure that rule 45 turns the clock on anyway if there was a mistake in my action.
