Actually, you have a good point. That sentence does seem to allow players who are On Leave to announce that they are now Off Leave. But it appears they have to wait until the Clock is Off. So, let me resubmit: CFI - No player, once On Leave, can declare emself Off Leave, unless the Clock is Off, since the condition of being On Leave precludes him from performing any game actions, unless the Clock is Off.
