Yes, even if he doesn't the game will brush over it in 14 days so in the meantime we can act like the assignment worked.

By my reasoning the mentor pool is full. However, the membership of the mentor pool is ambiguous so it might be best to CFI on it.

You could announce that but as you're not a minister it wouldn't become true.

It wouldn't get you into trouble, it would just be ineffective.
