Agora's rule 991 has:

      to be assigned by the Clerk of the Courts.

I believe that B's ruleset is the same on this, although I'm not sure.
Is it possible for a rule to create a legal fiction of a game custom, I
wonder? Even if it isn't, nothing specifies that appeals have ID
numbers.
