The official responsibility is to track things like actions performed
without objection, e.g.

  2-158 12:34:56  X announces "I intend, without objection, to do Y"

then the MoT records "X will do Y at the end of 4-158 (if no one
objects)".

Given that Rule 1-10 is back to allowing "At Z, I do Y", the MoT
should also record "X will do Y at Z".  I've also compiled some
other ncalendar-related events.
