B is a platonic nomic, and as such things work almost completely
opposite of how things work in blognomic.  Actions occur when the
rules say they occur, whether it's recorded by a Minister or not (and
whether anyone notices for the next 5 years or not.)  If something
happens that isn't noticed until much later, the platonic gamestate
needs to be recalculated if possible, or restored to a known state by
Proposal (if it seems likely this is possible) or Emergency (if we can
figure out what the real Emergency Procedures are.)

The public displays exist mostly just as a convenience, even though
the Rules require them to be maintained.
