The PD says I have m165. If no other players own macks by the time 
voting phase begins, I will give two of them m50 each so they can vote. 
One of them is Billy Pilgrim, who I trust to look beyond his own 
interests and vote for what's good for the game. The other vote I will 
give to one player you all democratically choose.
