Laws however may not modify (or grant permission to modify) any gamestate created outside of that set of Laws unless using an already defined external and legal mechanism. The Laws of white define an abstract entity, and define what Residents on white squares can do with them. (Well, literally the sentence seems to be referring to Residents on the Laws, which makes no sense, so I suppose it has to be interpreted as a sort of synecdoche for Residents on Colours having those Laws. Or else Laws are totally broken.
