Exactly.


The term "selected" in item 9
therefore means the option selected by the Ranked Pairs algorithm, not
the result of some individual person's selection.
No, the term "selected" is undefined in the ruleset, so I fall back to the conventional definition and select one. 


There is no selected ballot, so the emergency cannot be resolved.


If Laser Sharpener worked, there is a selected ballot.
