[s-d] Refresh (first draft, comments invited)

I intend to submit a modified version of ehird's refresh proposal that
doesn't add in gameplay yet (for those who wish to save that for a
regular proposal) but otherwise implements his fixes.

A draft of it is found at

MediaWiki sophistication to give you the "raw" version that doesn't
make the ruleset look like "DARWIN", so you'll want to click "edit"
and read it. (Yes, I'll revert you at some point if you mess with it.
