I will agree to the following Contract once Contracts can no longer automatically cause parties to perform Game Actions. Comments? Interest? It's intended for most Active Players to be Members. { --- The IGAP and its Purpose --- This Contract constitutes the Articles of Incorporation for the "Independent Governance Assessment Panel" (IGAP). The IGAP is intended to function as an impartial body whose purpose is to classify Corporations according to their primary method of governance. --- Membership --- Any Player of B Nomic who has not been Expelled from this Contract in the current or previous nweek may become bound to this Contract by announcement (i.e. by posting to a Public Forum of B Nomic). Players bound by this Contract are known as Members. Any Member may cease to be bound by this Contract, thereby ceasing to be a Member, in one of the following ways: - by announcement. - by ceasing to be an Active Player of B Nomic. - by being Expelled by the will of the other Members (see below). --- Officership --- The IGAP has three Offices, known as Arbiterships. Arbiterships are initially vacant, and may be held by Officers known as Arbiters. Elections are held every nweek, regardless of whether or not any Arbiterships are vacant or scheduled to become vacant. [[This is because winners will be installed in the event of unforeseen vacancies.]] Between ndays 1 and 9, any Member may Nominate any Member for an Arbitership. A Member who has been nominated may Decline the nomination if e so desires. Between ndays 9 and 12, all Members are eligible to Vote by submitting a Ballot that ranks, in order from most to least desirable, as high or as low a number of Members who have been Nominated but have not Declined during the current nweek. At the start of nday 1 of the following nweek, all Votes by Members are automatically tallied to rank the Nominated Members (who have not Declined) according to a Ranked Pairs Voting system (as described at http://condorcet.org/rp/intro.shtml). For each vacant Arbitership, the most highly ranked Member (as per the last sentence) is installed as Arbiter (unless e is already an Arbiter). If 2 or more Members are ranked exactly equally, any Member may use nomic.net's dice server to randomly select one of them, who is then installed as Arbiter. Any Arbiter may cease to be an Arbiter in one of the following ways: - by announcement. - by ceasing to be a Member of this Contract. - by being Recalled by the will of the other Members (see below). - automatically, after having continuously been an Arbiter for 3 nweeks. --- Contract Assessment --- Whenever there exists a Corporation in B Nomic that has is not currently Designated by the IGAP (unless the former Corporation may reasonably thought to constitute SPAM), the Arbiters SHALL deliberate and each offically announce eir personal opinion of how this Corporation is to be Designated. Designations are to be selected on the basis of the primary mode of governance used in practice by the Corporation in question. This applies to the way in which decisions to amend the Corporation's Articles of Incorporation or to perform any Actions on behalf of the Corporation are taken. The possible Designations recognized by the IGAP are listed below. For the purposes of Assessment, Stakeholders in a given Corporation may include that Corporation's members, parties, voting sockholders, etc (this is left to the Arbiters' discretion, as appropriate). Consent may be active or passive. Consensual - decisions are taken with consent from all the Corporation's Stakeholders. Democratic - decisions are taken with consent from a majority of the Corporation's Stakeholders. Capitalist - decisions are taken with consent from a combination of the Corporation's Stakeholders that holds a majority of some asset. Autocratic - decisions are taken by a small group (or just one) of Stakeholders. Exocratic - decisions are taken on the basis of events which either automatically, mechanically, or in some manner external to the Corporation and not controlled by its Stakeholders (e.g. weather phenomena). If all Arbiters agree on a Designation, the Corporation is officially given this designation. If only a majority of Arbiters agrees on a Designation, all Members may Vote, between ndays 9 and 12, on whether or not the Corporation should officially be given this Designation. If a simple majority those Members who Vote accepts the Designation by the start of nday 1 of the following nweek, it is officially given to the Corporation. If not even a majority of Arbiters agree on a Designation, the Corporation remains without a designation, but the Arbiters are once again obliged to deliberate and attempt to assign this Corporation a Designation. When a Corporation is officially given a Designation, the Designation may not be changed in the absence of a Review (see below). Any Member may Initiate a Review with more Support than Objections from other Members with 2 rdays, or with the Support of at least two Arbiters (or Support of a single Arbiter if the Member attempting to Initiate the Review is emself an Arbiter) within 2 rdays. When a Review is successfully Initiated, the Corporation in question is stripped of its Designation. As specified above, the Arbiters shall then deliberate anew. --- Expulsion and Recall --- Any Member, with the Support of at least 3 fifths of the IGAP's Members (including emself) within 4 rdays, may Expel a given Member or Recall a given Arbiter. Upon being Expelled, Members cease to be Members of IGAP, and may not become Members again during the current or next nweek.
