New strategy:

Since Charles' actions, IF valid, would clearly break the game, I suggest
civil disobedience.

All obligations imposed on anyone by SCAM can only be enforced through the
Courts, and Charles cannot unilaterally control the Courts. I move that no
one convict any other party (save for, possibly, Charles) of failing to
fulfill an obligation to SCAM.
