I tried this a while back and it didn't really lift off the ground. We've got a relatively different crop of players now, so maybe it could lead to something. Also this time I'll make sure people are interested before I start. I want to collectively construct a proposal in the following manner: The proposal is for the creation of a new rule. I write the first paragraph. I send that paragraph to someone (e.g. J) who has agreed to collaborate. On the basis of my first paragraph, J pens the second paragraph of the proposed rule. I forward J's paragraph (but NOT mine) to Charles, who writes the third. 0x44 writes a 4th based only on Charles' third, Ty-Guy6 the 5th based only on 0x44's 4th, etc. Just to see what the proposal morphs into.
