The ministries were either:

a) legitimately usurped if Wooble has been a Player all along. Reward values
dropped to m80, Wooble compensated mackerelish-ly.

OR

b) vacated by Wooble upon forfeit (which occured before usurp would come
into effect), then seized at reward of m100 by Ty-Guy6 (for Black Corp).
