Rule 14:
"The Clock may be changed from On to Off as a Game Action by the MoM."

This alone means the MoM can change it On or Off whenever.

"If the Clock is Off, there are no Vacant Ministries, and there are no
outstanding ministerial obligations (other than the one described in
this paragraph) the MoM is obligated to turn the Clock On."

This does not restrict when the MoM can change the clock state. It
only requires the MoM to turn it on when those conditions are true.
