The Clock is a Game Object, and Game Objects can only be created, destroyed, or modified if allowed by the Rules, in a manner explicitly governed by the Rules. There is only one mention in the Rules of the MoM's power to turn on the clock, and this is when the Rules state that the MoM is obliged to do so at the start of the nweek when there are no pending min obligations.
