I agree with that reasoning relative to ndays, but the rules say the Join happens in 2 *r*days, not *n*days.  If it said ndays, I'd completely agree with you.  But the definition of rdays doesn't call for the same "at the end of the nday after X consecutive changes" restriction.  It simply says X rdays ends after X occurrences of midnight UTC.

Yeah it's a little confusing. But look at the example in the rules that
clarifies the meaning of this. It says that if it is the middle of nday 2
and something is set to happen "in 2 ndays", then it happens at the end of
nday 4. So really what happens is that we get to the end of nday 2, and then
2 consecutive 24 hours pass (each sweeping through one 00:00 UTC) before "2
ndays" are supposed to have been elapsed. Therefore your join request on
Tuesday goes into effect at the end of Thursday.
