I think we should just set up a criminal justice system entirely separate from Consultations.  Maybe with juries and such... I think I'll draft that Proposal.

Yes, I think this makes it neater. But can we have a default punishment
(min, max, mean of the two?) for when the priest neglects to assign a
punishment?
