There was a whole issue around this concerning the Rapier owned by pikhq before he forfeit. Concerning who is or is not a DOO, Rule 4E35 only says "All players are device owner objects." It does not say that ONLY players are DOOs. Forfeiting causes a player to cease being a player, but nothing indicates that it makes them cease to be an outsider, which is a game object (thus can't be destroyed/modified unless this is explicitly spelled out). It's not indicated whether that game object is or is not a DOO.
