This is answered Yes, so after it becomes Pondered, does it have any effect
on the gamestate except for the Oracularity? With the previous text of
"Pondered Consultations shall guide further interpretation of the Rules", I
would say that the amendment would have to be performed, but now it seems
that the whole Justice system comes down to the Oracularity, the Yes or No
answer doesn't really matter.
