Actually, I'm pretty sure the points are messed across the board. Points for proposals that pass and go down historically as won are awarded on the basis of 2X number of FOR votes (by Players (regardless of vote power) and not by other Outsiders such as factions), not on the basis of 2X strength. The -3's are ok.
