However, it seems to me that with 16 possible DNA combinations and the power to mutate once per nweek, a cautious player who does not mutate prematurely should be able to mutate away from a twin's DNA if he feels strongly enough about that twin's proposal to vote against it. That said... Maybe you're right about having a penalty there. Maybe we could use your criminal system?
