Maybe this should be put into the rules. Instead of saying, "Any player may
as a Game Action submit a Consultation," change it by putting in some advice
on what is a necessary and worthy consultation. Follow it up with "All other
questions should be discussed and solved on the Discusson Forum" or create
some unofficial pseudo-Consultation process that is mentioned in the rules
but has no effect. This can simply be something like "All other questions
should be a Query to the Peanut Gallery".
