If you play face-to-face Suberian nomic, you have to start with a meta-agreement on how to vote, and that has a huge impact on the game. An argument about meta-rules midway through the game, even in RL, can be resolved by metagame consensus (e.g. an agreement from both camps to "collapse the quanta" into a single state), luck within the game (quanta converge through in-game actions in both states) or (as what happened a lot when I was 9 years old) a meta-agreement for the owner of the game to take it and go home.
