This seems to work:

<includeonly><</includeonly>noinclude>[[Category:Proposals/Author/{{{author}}}]]<includeonly><</includeonly>/noinclude>

When you initially create a page by subst'ing the template, it's
created with working noinclude tags.  Hooray for ugly hacks.
