Prophecies are traditionally in the realm of Oracles.

As for the wiki, I'm happy to create user accounts for anyone who
wants one (and even create new accounts for the players who have
changed their Player names so they don't match their usernames
anymore)

As is the Wiki Way, I encourage anyone to organize things in whatever
way will make things easier.  At the moment there are no rules at all
governing the format of Public Displays, and we don't even require
them to be on the wiki. As the former Semantics Librarian of the
entirely wiki-based Nomicapolis I'm a fan of officially sanctioned
wiki use in nomics, but on the other hand as someone who's been
reading through the mailing list archives lately I wish players in the
past used the list as the Public Display because then I could actually
see the ruleset and not just the proposals that formed it.
