It wasn't just a name:  To do something "with Support" means that you can
do it if enough people say "aye", no matter how many people say "nay".

To do something with "with Agoran Consent" means the ayes must outnumber the
nays.

We know he probably *meant* to do it with consent, and he got enough ayes
for either way, but since it makes a big difference how votes are counted, 
his mistake in saying the wrong method means he has to try again.
