This is an interesting idea.
If I may give a suggestion, here is how I would try to handle it, feel 
free to formally propose this or just ignore it:

associate to each Minister an agenda,  that is a big book containing Issues
Issues are the orders you want to give to the minister
make it so that agendas contain Issues
make it so that new issues can be created by proposal or maybe with n 
support, and are removed once executed
make it so that the ministers receive a fat bonus for executing Issues

what do you think ?
