Hose, I don't think that would happen, although it probably could in theory. The idea is to give Players more incentive to consider a Proposal thoroughly before voting, rather than simply approving everything that comes along and isn't too offensive. That's not necessarily a problem right now, but it's always good to get Players more engaged.
