In the worst case scenario, if a device named "Nevinyrral's Disk of Armageddon" comes into existence with the power "0: Repeal all rules", I don't see anyway it could be stopped unless additional mechanics are already in play. In the event that it did spawn, all hope is lost because to combat that would take a minimum of 2 ndays through the Artisan route, and a minimum of 4 ndays through the standard proposal route, while the device could be activated, at a practical level, instantly. While that would probably never happen, having devices that override the rules basically creates a new rule space that starts as a blank slate.
