I think it'd be even better to just let players modify their own proposal
pages on the wiki... we just need some way to get the wiki to
automatically notify the business list (or, we just hope that people check
the Recent Changes on the wiki). I tried to get the existing notifications
system on it to do something like it a long time ago, but I don't think I
could get it to work.
