There is nothing here preventing the Minister of Change from declaring
multiple voting periods at the same time, which could get quite
confusing and could lead to players inadvertantly becoming Inactive.
Also, the only way to remain Active is to vote in each voting period,
but as it stands there could be a voting period with 0 proposals,
preventing anyone from voting and therefore making everyone Inactive.
