Hrm....I really like this idea, but again it feels restrictive if you
limit players to one faction. However, your system of Vote Power would
work great for this situation. If Factions are given a default Vote
Power of 0, and some form of difficult way to increase it (perhaps by
submitting/sponsoring proposals) then there would no longer be a need
to limit on the number of Factions a player could belong to.
