Good point. I'll see if I can clear up the wording. Please feel free to vote against. I don't have any emotional capital riding on this one. It's not really immutable rules, anyway. As Peter pointed out that isn't possible with this ruleset. It's "less mutable rules". And really only then by consensus, I suspect.
