It's actually a Referendum and not a Proposal.
By the way the Rules have evolved (specifically
4-3) Executive Tidiness does seem a tad redundant.
(maybe there's a Proposal in this).
I'll wait it out (and highlight all the problems in my
hardcopies so I only do it once).
