[s-d] Vote Processing Script

Wonko, the vote-processing script (on TheBallot page) gives a bunch of
python errors (starting with "NameErrorglobal name 'mybnt' is not
defined").

I'll probably just tally things up myself this nweek (since I have to
deal with the Voting Gremlin and such anyway), but I thought you might
want to know.
