Well We need to do five things.

Make a ministry of haunted house.

Make a way to start elections for posistions held.

Make a type of deputy which assist a minister by handling part of the job.

Make a vague list of things the minister can do:

Alter skills, Alter genechips, Alter stats, Give/remove weapon and potion talismans, ect.

Think of a fifth thing to do.
