[s-d] r6-10 ought to be revised slightly

I want to send this out before I forget it, and I'm out of props this
nweek anyway. Rule 6-10 wants to repeal all of section 6 when Tiles
ends, but Section 6 defines concepts like "Nomic Word", which are used
outside of section 6. So something ought to change somewhere.
