Problem: Since the value of one's Soul is based on Amplitude, then losing 
Amplitude after being fined down to what amounts to (300 + 6 times your 
Amplitude) will mean you'll have to be fined again, and again, until you 
have no Amplitude left.

Other than that, I see no problem with a cap on this.
