Technologies may be integers, but that doesn't mean you get an integer when you 
take 5% of it.  You don't say that (N-1)%5 is an integer, so at level 2 it's .05, and (N-
1)%5)+1 is 1.05.  All ya gotta say is that it's (N-1)%5 rounded down.
