E already got a Win, and I don't think I'd vote to give em another... But if you'd like to give em a point of Glory, that's fine.
I don't think Awarding a Win should be an Action; a player is awarded a win when the rules say so, but no entity actually Awards Wins to other players. This phrasing implies that I might be able to Award wins to other players should I so desire.
Also, putting all of this in the same rule means that if I get 1000 points, suddenly 'Awarding a Player a Win' no longer means increasing eir Permanent Glory by 1, as the defining rule is deactivated.
