This too vague - I could see this being interpreted as a Tax on Charters, for example.

I'd rather not give any player the ability to destroy all pieces anywhere just by pointing. And I'd prefer a game more based on strategy than on pieces that randomly destroy other pieces.

At the moment, there isn't any record of how many times each player's been hit with a tomato; if you want this to apply to total hits, I think you should explicitly say that somebody needs to keep track of who's been hit how many times.

Unfortunately I think this really does need your fix that came in too late. Also, the 'destroyer' is usually another piece, though it might be a card at some point as well, and sometimes there might be pieces destroyed by things that can't hold the bonuses. So I'd prefer if it said something like 'when a player takes an action that destroys a piece, the bank gives that player the destruction cost of the piece'.
